
Summary
The Human Resources workstream will be working during the transition to ensure that the transfer of staff is conducted in accordance with statutory requirements; to put in place consultative arrangements which promote good and harmonious relationships between the constituent authorities and the Unions; and to prepare for the post vesting day harmonisation of terms and conditions by the new council.
Council Staff Transfer
Objective
To ensure that the transfer of staff from District Councils into the new Council is conducted:
- in accordance with statutory requirements
- in a way which enables the new Councils immediate and at longer term staffing needs to be met
- in a way which minimises the need for compulsory redundancies following vesting day
Main Areas of Work
- Advise DCLG/LGE and other interested parties of the County Council’s proposals for staff transfer
- Ensure that staff transfer arrangements are widely understoodand adhered to by Managers and staff within the County Council and the District Councils by measures such as meetings, written information, helplines.
- Develop, implement, monitor and revise measures which enable vacancies to be used to facilitate the transfer of staff and implementation of new staffing structures and levels, with the minimum of turbulence
- Monitor the changes in staffing levels within each authority and identify any measures necessary (financial and/or non financial) which promotes the achievement of the required staffing structures/levels at vesting day
- Identify and propose measures which enable staff to take up offers of employment to the new Council
- Investigate and develop arrangements which support staff whose employment needs to be terminated by the new Council on the grounds of redundancy
- Analyse labour force information of constituent authorities and identify information which could be key to the ability of staff/willingness of staff to be transferred to the new Council e.g age profile, work and home location
- Analyse labour force information for use in determining new structures
Consultation
Objective
- To put in place consultative arrangements which promote good and harmonious relationships between the constituent authorities, and their staff are, and between the consistent authorities and the Unions
Main Areas of Work
- Establish machinery which enables the constituent authorities to debate, agree and implement measures desired to promote the employment opportunities of permanent staff and the successful implementation of the new Council
- Develop and implement arrangements designed to inform staffin constituent authorities of key issues relating to staff transfer, and other staff related issues
- Develop and operate joint consultative arrangements with Trade Union Representatives from the constituent authorities designed to identify and address issues of common interest and which, if not addressed, could give rise to difficulties of employee relations/industrial relations
Harmonisation
Objective
- To prepare for the post vesting day harmonisation of terms and conditions by the new Council
Main Areas of Work
- Collect and analyse information on terms and conditions currently applied by each constituent authority to its staff
- Identify options, and their implications (legal, financial and non financial) for harmonisation
